"A Major Global Problem": Georgian Dream Raises the "Deep State" Issue Again

Kakha Kaladze, the General Secretary of Georgia’s ruling party and Mayor of Tbilisi, has once again spoken about the influence of the so-called "Deep State" on global politics. His remarks were prompted by a resolution from the OSCE Parliamentary Assembly that raised concerns regarding Georgia.

According to the politician, the document is based on unreliable information. He asserts that such resolutions are built not on facts and arguments, but on "lies and slander."

Kaladze also noted that while the ruling party has grown accustomed to such statements from the European Parliament, it is "sad" to see the OSCE adopt a similar stance.

The party’s General Secretary stated that the world today does not operate according to uniform rules and standards, but rather on the principle of might. In his view, key decisions are made by those who wield influence, and the so-called "Deep State" is a primary reason for this.

"There are no such things as European standards. Look at what is happening in the world: decisions are made by those with power, no matter how absurd those decisions may be. I harbor no illusions that things will change or that attitudes will shift. Unfortunately, the world today is dominated by informal governance—the so-called Deep State—and this is one of the modern world's greatest problems," the "Georgian Dream" official declared.

Rhetoric regarding the so-called "Deep State" has featured prominently in statements by representatives of the ruling "Georgian Dream" party for years. Georgian authorities frequently use this term to explain criticism from Western nations and international organizations, sanctions against Georgian officials, and the pressure exerted on Tbilisi over its domestic policies. In January 2025, the party’s political council stated that Georgia’s relations with the US and the EU could improve only after the "dismantling" of the "metastases of the Deep State," and later linked statements made by European politicians regarding Tbilisi to this issue as well.
