As a result of mutual agreements between Moscow and Baku, a detainee exchange took place. Russia released Yusif Khalilov, the leader of the Azerbaijani diaspora in Voronezh, in response to Azerbaijan's release of Yevgeny Belousov, editor-in-chief of Sputnik Azerbaijan.
The European Court of Human Rights ruled that three articles of the European Convention were violated in relation to residents of Ingushetia Ruslan Yandiev and Magomed Mutsolgov, as well as a resident of Dagestan Murad Dingaev. In particular, this concerns Article 3 (on the prohibition of torture and inhuman or degrading treatment), Article 5 (on unlawful detention) and Article 6 (on the right to a fair trial). In this regard, Russia is obliged to pay monetary compensation to citizens.
The ECHR, as part of the case "Frenkel and Others v. Russia", considered complaints from residents of Ingushetia and Dagestan. Magomed Mutsolgov and Ruslan Yandiev complained about the unlawful actions of security forces. During the arrest, the men were beaten, which was confirmed by a medical examination. On November 27, 2018, Mutsolgov and Yandiev filed a complaint about the cruel treatment with the Investigative Committee of Ingushetia, but were denied a criminal case. The video of the beating was not reviewed, and witnesses were not questioned. According to the ECHR press release, the courts rejected the complaint about the refusal to initiate a criminal case.
The European Court upheld the complaint and awarded the applicants 16 thousand euros in compensation.
