The Grozny Garrison Military Court sentenced contract soldier Tamerlan Dudaev to two and a half years in a penal settlement for refusing to return to the war against Ukraine. The Southern District Military Court upheld the sentence.
The Russian apps VK and the national messenger MAX are no longer available for download via the Google Play Store. Existing installations continue to function without restriction; however, Android users are now advised to install and update the apps through alternative app stores.
These include RuStore, Huawei AppGallery, Samsung Galaxy Store, Xiaomi GetApps, and other platforms. VK emphasized that users will continue to receive notifications for messages and calls, and updates can be installed via these services.
VK and MAX were removed from Google Play just days after the European Union added the VK holding company, the MAX developer "Communication Platform" (Kommunikatsionnaya Platforma), and a number of associated individuals to its latest sanctions list.
Elena Bagudina, CEO of "Communication Platform," was also placed under personal sanctions.
The decision took effect on July 13. The Council of the EU explained that the restrictions were imposed as part of the sanctions regime addressing the human rights situation in Russia.
The justification for the sanctions states that VK controls the developer of MAX and that the messenger itself—according to the EU—could gain extensive access to user data on devices. Furthermore, the EU believes that the platform's promotion coincided with increased restrictions on other digital services in Russia.
Meanwhile, independent IT experts have repeatedly raised concerns regarding MAX's privacy and security. Key issues cited include potential access to user data, the messenger's tight integration with state digital services, the lack of independent security audits, and a lack of transparency regarding user data processing. The developers of MAX reject these concerns.
The sanctions entail the freezing of company assets found within the European Union and a ban on entry into EU countries for the individuals involved.
VK stated that the European restrictions have not affected service operations and that the apps continue to function normally. This is not the first time Russian digital services have disappeared from major app stores. Previously, Apple removed VK and a number of the company’s other apps from the App Store, citing the need to comply with sanctions requirements.
In recent years, the digital standoff between Russia and Western IT platforms has intensified significantly. Starting in August 2025, Roskomnadzor progressively restricted the operation of WhatsApp* and Telegram: voice and video calls were blocked first, and by February 2026, access to both messaging apps had been completely cut off. Against this backdrop, the authorities are actively promoting the domestic messenger MAX, which has already begun to be used in government agencies and is positioned as a national alternative to foreign services.
