Investigators claim that Utkirov manufactured explosives and hid them. He was arrested two days later. The court also charged him with belonging to a terrorist organization and illegal trafficking of explosives. In addition to the 20-year sentence, which will begin with five years in prison, Utkirov was fined one million rubles.
