Business of Dagestan and Chechnya has the highest load on electricity bills
Chechnya and Dagestan topped the list of regions of the Russian Federation with the largest share of cross-subsidized electricity.
Cross-subsidization is the inclusion in the tariff of legal entities of an increased amount in order to reduce electricity costs for the population. That is, business essentially «sponsors» energy supply of the population.
According to experts, the mechanism of cross-subsidization in Russia should be changed. The State Duma considered the mechanism of transition to «economically reasonable tariff». It is proposed to increase it for the wealthy and, at their expense, to subsidize electricity prices for poor families.
