On September 16, former Artsakh State Minister Ruben Vardanyan appealed to Azerbaijan’s Ombudsman, Sabina Aliyeva, requesting an inspection of the detention conditions for Armenian prisoners at the Umbaki penitentiary complex. An audio recording of the appeal was published on his official social media pages.
The Russian Ministry of Defense reported the interception and destruction of 641 drones overnight on September 17. The drones were reportedly shot down over 20 constituent entities of the Russian Federation, including southern regions.
According to the Krasnodar Krai operational headquarters, falling drone debris caused a fire at a facility in Novorossiysk. The fire was quickly extinguished, and there were no injuries.

He stated that a total of more than 50 drones were shot down over the region overnight—specifically over Rostov, Bataysk, Kamensk-Shakhtinsky, Taganrog, and ten districts: Azovsky, Myasnikovsky, Neklinovsky, Aksaysky, Millerovsky, Veselovsky, Kamensky, Sholokhovsky, Tarasovsky, and Kagalnitsky.
In Rostov-on-Don, a transformer substation was struck, disrupting the power supply in the city's Voroshilovsky, Leninsky, Oktyabrsky, and Kirovsky districts. Additionally, damage was reported to the windows, roofs, and glazing of six private homes, as well as to outbuildings.
