Khizir Vitaev, the head of the administration of the Sunzhensky district, issued order No. 200, in which he obliges the heads of the administrations of the villages of Sernovodsk and the village of Assinovskaya, where tough "cleansing" operations took place in early July, to take all measures to return refugees from Ingushetia. It was about those who left their homes because of the fear of repeating such operations. The document specifically says:
“In accordance with the letter of the Deputy Chairman of the Government of the Chechen Republic Yu. organize visits to TAPs of the Republic of Ingushetia to carry out explanatory work on the return of internally displaced persons. For their return and resettlement, it is necessary for the heads of local administrations to find additional funds to facilitate the organization of places of residence. Information on the work done must be provided to the district administration weekly, on Wednesday.
The first attempt to return people was made on July 4th. Representatives of the pro-Moscow government of the republic went to tent camps on the outskirts of the village of Ordzhonikidzevskaya and tried to persuade those who had fled from Sernovodsk, promising that such “cleansing operations” would no longer be allowed. However, it was on that very day that residents of Assinovskaya, beaten and frightened by the arbitrariness of the military in their village, began to arrive there. The mission of officials then failed, what will happen next is unknown. People want to return to their homes. Living in tents with friends or relatives does not appeal to anyone.

At 3.20 Russian servicemen (up to 30 people) burst into the house of the Akhmadovs, who live in the city of Urus-Martan at 17, Badaev Street. They did not introduce themselves or explain their actions. Not listening to the indignant relatives who demanded to stop the arbitrariness, Rasambek Khamzatovich Akhmadov, born in 1982, was ordered to go out into the street. He was not even allowed to put on shoes. When asked to do so, the military replied: “Shoes will no longer be needed.”
It was not possible to find out where he was then taken and where, unless they were immediately killed, kept. It was not possible to establish the departmental affiliation of the participants in the operation: they arrived at the indicated house on foot and it was impossible to write down the numbers of the equipment left on other streets. Therefore, the heads of the power structures of the district, to whom the relatives addressed in the following days, managed to declare that their employees were not involved in this detention.
According to the relatives, neither the police nor the prosecutor's office of the district made due efforts to search for Rasambek Akhmadov. Therefore, already on July 17 they were forced to apply to V. Kalamanov's bureau. Only after that, on July 20, was criminal case No. 25095 initiated under Article 126 Part 2 of the Criminal Code of the Russian Federation (“kidnapping”). According to clause 3 of article 195 of the Criminal Procedure Code of the RSFSR (“due to the impossibility of detecting persons to be brought in as defendants”), already on September 20 it was suspended. As of the end of October 2007, the whereabouts of the detainee had not been established. He is listed as missing.
