Russia has admitted responsibility for the crash of the Azerbaijani airliner and will pay compensation

The Foreign Ministries of Russia and Azerbaijan confirmed the agreement reached between Presidents Vladimir Putin and Ilham Aliyev to resolve the consequences of the crash of the AZAL Embraer 190, including the issue of compensation for the victims. The Russian side officially confirmed the strike on the passenger airliner as a result of "the unintentional action of the air defense system in Russian airspace."

"In accordance with the agreements reached between the Presidents of the Russian Federation and the Republic of Azerbaijan during their meeting in Dushanbe on October 9, 2025, the parties agreed to an appropriate resolution of the consequences. This includes the issue of compensation in connection with the crash of the AZAL Embraer 190 near Aktau on December 25, 2024, as a result of the unintentional action of the air defense system in Russian airspace," the diplomatic agencies said in a joint statement.

An AZAL Embraer 190, flying from Baku to Grozny, crashed near Aktau, Kazakhstan. Of the 67 people on board, 29 survived. It was later determined that the plane came under fire from Russian air defense systems. Azerbaijani President Ilham Aliyev supported this theory, which led to a complication in interstate relations. In October 2025, during a meeting with Aliyev, Vladimir Putin acknowledged Russia's involvement in the incident for the first time.

From the very beginning of the tragedy, Ilham Aliyev blamed Russian representatives for the crash. In late July 2025, the Azerbaijani publication Minval published the names of three Russian military personnel allegedly involved in the downing of the AZAL plane near Grozny. Captain Dmitry Pudovkin, senior navigator of the 51st Air Defense Division; Lieutenant Colonel Vladimir Yanovsky; and Colonel Gennady Eremenko were on combat duty at the time of the missile launch. Minval also published an audio recording of the order to shoot down the plane by Captain Dmitry Paladychuk.
