Media reports indicate cases of Azerbaijani citizens being forcibly sent to the war in Ukraine

Azerbaijani citizen Ramin Mamedov died during military operations in Ukraine while fighting on the Russian side. His body was returned to his homeland.

According to media reports, Mamedov, who had lived in Russia since childhood, was forcibly sent to the front from his place of work.

Another Azerbaijani citizen, Elshan Bandaliyev, signed a contract with the Russian Ministry of Defense in December 2024. He was sent to Ukraine, where in July 2025, he was injured in a mine explosion, including fractures to his left hand and femur. Despite undergoing surgeries and receiving an exemption from service, Bandaliyev, according to his lawyer, is being sent back to the "SVO" from a military unit in Khabarovsk. The lawyer claims that the serviceman, who speaks poor Russian and has not fully recovered from his injuries, is being deceived into combat.
