More than 3 billion rubles have been paid out to residents of Dagestan affected by spring floods. Fyodor Shchukin announced this on October 15 while speaking at a session of the republic’s People’s Assembly. On the same day, deputies elected him as the head of the region, following which he took the oath of office and assumed his duties.
According to Shchukin, recovery efforts are ongoing. In Mamedkala, a new residential neighborhood consisting of 60 houses has been built, and the keys have been handed over to residents who lost their homes in the flooding.
Recovery efforts have also extended to educational infrastructure. Major repairs have been completed on 125 of the 130 schools damaged by the floods. Two additional schools have been built and put into operation. Currently, three more schools and a kindergarten are being constructed using rapid-assembly building technologies.
The spring flooding affected several districts of the republic following heavy rains in late March and early April. One of the hardest-hit settlements was Mamedkala, where the breach of an earthen embankment at the Gedzhukh Reservoir led to the flooding of nearly 260 homes and the evacuation of over 4,000 people.
On October 6, Yana Lantratova, a Russian human rights official, visited Mamedkala alongside Shchukin. Fifty-two families who lost their homes during the flood received keys to new houses, which are equipped with water supply, gas, and sewage systems.
Initial payments to those affected by the flooding began in April. By April 20, 3,660 people had received assistance: 2,459 citizens were granted one-time financial aid, while 1,201 individuals received compensation for the loss of property. Six months after the floods, residents of Dagestan continue to face difficulties in obtaining compensation and housing certificates. According to regional government data as of September 18, authorities have reviewed 330,000 applications, with payments totaling over 3.4 billion rubles approved for 88,800 individuals. On September 11, the Ministry of Emergency Situations called for an acceleration in the issuance of housing certificates to those affected.
Residents have reported delays in receiving payments and the denial of compensation for lost property. In some instances, decisions were reconsidered following appeals to the prosecutor's office and other government agencies. Additional complications arose for those whose ownership rights to their destroyed homes had not been formally registered. In July, the Dagestan Prosecutor's Office announced that it was preparing 698 lawsuits on behalf of such individuals.
