Elena Patyaeva—a friend of Seda Suleymanova, who disappeared three years ago after being forcibly returned from St. Petersburg to Chechnya—was detained in Grozny. On August 23, Patyaeva stood by the monument to journalists who died for freedom of speech, holding a sign that read: "I demand an investigation into the murder of Seda Suleymanova." In Chechnya, defendants in criminal cases will be selected to participate in the "SVO"
The head of Chechnya, Ramzan Kadyrov, signed a decree according to which prisoners and defendants in criminal cases will be selected to participate in the "SVO".
For this purpose, an interdepartmental working group was created on the basis of the regional operational headquarters. It will also monitor the preparation and implementation of monthly schedules for staffing the Russian army from among convicted and defendants who have signed a contract with the Russian Defense Ministry.
The group is headed by Deputy Chairman of the Security Council of Chechnya Vakhit Usmayev. His assistant Ramzan Asuyev will be the secretary, and the head of the regional department of the Federal Penitentiary Service, Akhmed Adayev, will be the deputy.
