In Dagestan, Umaraskhab Alibekov, a father of many children, was found guilty of failing to report a planned terrorist attack that killed 22 people. The charge is based on the fact that he knew about the planned attacks on Makhachkala and Derbent but failed to notify authorities.
In Chechnya, the number of disabled people is twice the Russian average
In the Chechen Republic, there are 171 people with disability status per 1,000 residents. This is more than twice the Russian average.
A large number of such citizens also live in Ingushetia (148 per 1,000 residents), Karachay-Cherkessia (122) and Dagestan (112).
Such high rates may be due to the consequences of armed conflicts. In addition, there may be cases of unjustified registration of disability in order to receive social benefits.
According to Rosstat, 11.1 million people with disabilities live in Russia, which is about 7.6% of the country's population.
