The Soviet District Court of Makhachkala ordered the arrest of a fourth policeman suspected of torture and murder of a local resident in the police department. Criminal proceedings were instituted against him for abuse of authority.
In January, it became known that 35-year-old Kurban Dalgatov died from suffocation in the Soviet district of Makhachkala. Medical records show he suffered injuries.
According to the investigation, the police detained Dalgatov because they believed that he helped to escape a friend who was suspected of shooting a man. Having brought the man to the Internal Affairs Department, the security agencies from the «desire to show the effectiveness of their work» began to require him to indicate the location of the acquaintance. The detainee died as a result of torture.
