Russia does not intend to comply with the European Court of Human Rights (ECHR) ruling requiring Georgian citizens to pay over 250 million euros, Russian presidential press secretary Dmitry Peskov stated. When asked about the possibility of improving Russian-Georgian relations if the payment were made, Peskov noted that the Kremlin views this issue as a separate matter.

The fourth operative of the police department for the Soviet district of Makhachkala was detained in a case concerning the use of torture against a local resident of Kurban Dalgatov, as a result of which he died. Three staff members were detained in January.
Earlier, the Ministry of Internal Affairs in Dagestan reported that Dalgatov was taken to the police department and inflicted injuries, after which he died. According to the suspects, he leaned against the wall himself, fell face-first against the floor, and died.
During the examination of the body, experts observed numerous abrasions and bruises. The Investigative Committee believes that operatives beat the detainee due to careers, that is, «desire to show the effectiveness of their work».
