Russian authorities failed to compensate Georgian citizens affected by deportation

The ECHR’s decision in 2019 to pay 10 million euros to Georgian citizens deported from Russia in 2006 has not yet been implemented. This was reported by the Council of Europe in its report on the implementation by member countries of the European Court of Human Rights ruling.

The Committee of Ministers of the Council of Europe suggested that all means of enforcing the decision should be explored. The secretariat of the organization has been instructed to establish and publish a register of fair compensation in all inter-State cases against the Russian Federation.

In the autumn of 2006, the Russian Federation carried out a coordinated policy of arresting and expelling Georgian citizens in connection with the political conflict between Moscow and Tbilisi. The Court held that the Kremlin’s actions violated several articles of the European Convention on Human Rights.
