President Ilham Aliyev and Prime Minister Nikol Pashinyan were awarded the Guernica Prize for Peace and Reconciliation for their efforts to achieve peace and develop dialogue between Azerbaijan and Armenia. The award was presented to the countries' ambassadors in Spain.
In Dagestan and Chechnya, nearly 263,000 people (234,000 in the former and over 29,000 in the latter) applied for social benefits following the recent floods. Documentation issues remain the main obstacle to receiving assistance. Some victims registered their land plots but did not complete the necessary paperwork to build their homes.
Islam Ibragimov, Head of the Civil Defense Department of the Ministry of Emergency Situations for Dagestan, noted that residents whose homes are not registered as property are experiencing difficulties receiving payments. He also mentioned the possibility of receiving assistance through charitable foundations.
The payment amount is 15,675 rubles for each victim. Those who partially lost their property are entitled to 78,735 rubles, and those who completely lost their home are entitled to 156,750 rubles. Emergency Situations Minister Alexander Kurenkov acknowledged that these funds are insufficient for full restoration or the purchase of new housing and ordered the development of additional support measures.
According to the federal Emergency Situations Ministry, on April 22, the complete pumping of water from residential areas in both republics was officially announced. However, 561 people, including 167 children, remain in temporary accommodation centers. The Karabudakhkent district of Dagestan still lacks water supply.
