Russia does not intend to comply with the European Court of Human Rights (ECHR) ruling requiring Georgian citizens to pay over 250 million euros, Russian presidential press secretary Dmitry Peskov stated. When asked about the possibility of improving Russian-Georgian relations if the payment were made, Peskov noted that the Kremlin views this issue as a separate matter.
Azerbaijan and Karabakh representatives hold key negotiations

Negotiations have started in the Azerbaijani Yevlakh on the terms of the transition of Nagorno-Karabakh to the full control of Azerbaijan. Member of Parliament Ramin Mamedov arrived from Baku, the Karabakh team is represented by members of the abolished “government” of the Armenian enclave David Melkumyan and Areg Avagyan.
Earlier, the Azerbaijani side announced that it had a plan for the reintegration of ethnic Armenians living in the unrecognized republic, and Ilham Aliyev promised to “turn Karabakh and Eastern Zangezur into paradise.”
Russian peacekeepers accompany both negotiating parties. The day before, some of them were destroyed in Karabakh after Azerbaijani shelling. The Kremlin did not express concern or condemnation.
