Baku and Kyiv Strengthen Legal Cooperation: Azerbaijan’s Milli Majlis Ratifies New Agreement

The Parliament of Azerbaijan has ratified an agreement with Ukraine on legal assistance in civil and commercial matters. The document establishes a unified mechanism for cooperation between the courts and state bodies of both countries, simplifying the protection of the rights of citizens and businesses in cross-border disputes.

The agreement was signed on April 25, 2026, in Gabala by the Foreign Ministers of Azerbaijan, Jeyhun Bayramov, and Ukraine, Andrii Sybiha, during the official visit of Ukrainian President Volodymyr Zelenskyy to Azerbaijan.

The document enshrines the principle of equal access to justice: citizens and legal entities of both countries will be able to access the courts of the other state under the same conditions as its own citizens and companies.

Furthermore, the agreement establishes standardized procedures for the exchange of judicial documents and evidence, the taking of testimony, and the provision of other forms of legal assistance during the adjudication of civil and commercial cases.

One of the document's key provisions concerns the mutual recognition and enforcement of court judgments. This is expected to make the resolution of cross-border disputes more predictable and reduce legal barriers for citizens and companies operating in Azerbaijan and Ukraine.

The ministries of justice of both countries will coordinate the implementation of the agreement. The document also provides for the exchange of official documents and legal information.

The agreement is concluded for an indefinite period and will enter into force 30 days after the exchange of instruments of ratification.
