Inaction of the leadership of the Dagestan colony is recognized as illegal

In Dagestan, the court declared illegal the inaction of the leadership of IK-7 in the village of Novo-Tyube. In the correctional institution, despite the instructions of the Prosecutor General's Office, there has been no prayer room or other necessary premises for four years. The lawsuit states that in November 2019, during an inspection, the Prosecutor General's Office identified serious violations in colony No. 7. Thus, the institution does not provide adequate conditions for isolated work of prisoners, therapeutic procedures, religious ceremonies, meals, etc. Despite the responsibility of the Federal Penitentiary Service, the premises were not properly equipped even after four years. The service explains everything by the lack of money for updates.

The district court declared the inaction of the administration of correctional colony No. 7 illegal and ordered that appropriate measures be taken within a year - to obtain the allocation of money for the needs of the institution and to bring the conditions of detention of prisoners into compliance with the standards.

Human rights activists and lawyers regularly receive complaints about violations of the rights of Muslims in Russian colonies. They are prohibited from performing rituals, religious literature and other equipment are confiscated and destroyed, their heads are shaved and they are tortured. The administration and authorities are not taking any measures to suppress obvious discrimination on religious grounds.

Let us recall that in 2013, a Muslim community was formed in colony No. 7, whose members in 2021 became involved in a high-profile criminal case about the so-called “prison jamaat.” According to the investigation, dozens of people - leaders and participants of the "jamaat" - spread extremist ideology in the colony and financed international terrorist organizations." As follows from the indictment, the jamaat had the goal of "changing the constitutional system to establish Sharia law in Russia." The case is being considered in Southern District Military Court in Rostov-on-Don. Lawyers claim that the defendants' testimony was obtained under duress or deception. They face long sentences up to life imprisonment.
