Previously, Maxim Lapunov addressed the Investigative Committee of Russia with a statement in which he indicated that in the spring of 2017 he was illegally detained in Grozny and taken to the basement of the police department, where he was beaten with pieces of plastic pipes. For two years, the man did not achieve an effective investigation into his complaint at the national level.
The ECHR considered that the investigation into this case in Russia was conducted ineffectively. According to the court, articles of the Convention for the Protection of Human Rights and Fundamental Freedoms were violated: Article 3 (on the prohibition of torture), Article 5 (on the right to liberty and security of person), Article 14 (on the prohibition of discrimination).
