The prison administration considers the Crimean Tatar a "malicious violator." They promised him that by the end of April, all of his violations would be completed and the materials would be sent to the court to transfer him back to prison. He also asked his relatives not to visit him, as "they could put me in solitary confinement at any moment." In 2021, Mesutov was sentenced to 18 years in prison for his involvement in the Islamic party Hizb ut-Tahrir. It is banned in the Russian Federation and recognized as terrorist. Before his arrest, he developed a religious community in Alushta and organized Muslim holidays.
