The FSB Information Center claims that the detainee was acting on instructions from Ukrainian intelligence agencies and was intended to be killed in an explosion.

According to investigators, the attack was planned for the morning hours with the aim of inflicting maximum casualties among law enforcement officers. The explosive device carried by the German citizen was allegedly "detected and blocked by electronic warfare systems."
The Russian intelligence agency claims that the German citizen agreed to deliver a bag containing explosives for a fee, having previously acted as a "dropper" for bank account fraud schemes. According to the FSB, the Central Asian national was supposed to remotely detonate the bomb and allegedly swore allegiance to the Islamic State, which is banned in Russia.
The investigation is being conducted under the Russian Criminal Code article on preparation of a terrorist attack by a group of persons, which carries a prison sentence of 12 to 20 years.
