Elena Patyaeva—a friend of Seda Suleymanova, who disappeared three years ago after being forcibly returned from St. Petersburg to Chechnya—was detained in Grozny. On August 23, Patyaeva stood by the monument to journalists who died for freedom of speech, holding a sign that read: "I demand an investigation into the murder of Seda Suleymanova." The availability of preschool education for children aged 3 to 7 years in the North Caucasus Federal District was 100%. The exceptions are Dagestan (86.5%) and Ingushetia (96.1%). It is in these regions that the situation is worst in terms of this indicator, according to the updated program of the Russian government “Development of the North Caucasian Federal District.” It is noteworthy that the availability of preschool education for children aged 2 months to 3 years in Ingushetia was 92.7%, in Dagestan - 58.9%, which is also the lowest figure in the country.
The government program sets the task of ensuring 100% availability of preschool education in all regions of the federal district for children aged 2 months to 3 years by the end of 2023, and by the end of 2024 for children aged 3 to 7 years.
