Today, Azerbaijan celebrates the 34th anniversary of its restoration of state independence. On August 30, 1991, the Supreme Council of the Republic adopted the Declaration on the Restoration of Independence, and on October 18 of the same year, the Constitutional Act enshrining this status was adopted.

The human rights center "Memorial" has published a regular report on the human rights situation in the North Caucasus Federal District. The new bulletin, entitled "The North Caucasus: the view of human rights activists," focuses on events in Chechnya, including the sensational case of the mother of the Yangulbaev oppositionists, Zarema Musaeva, the attack on lawyer Alexander Nemov and journalist Yelena Milashina, and the disappearance of former national guard Yasin Khalidov. The authors of the study raised such topics as the activation of a group of militants in Ingushetia and the measures taken in response, the staging of the murder of opposition blogger Tumso Abdurakhmanov and its exposure, and the escalation of the armed conflict in the North Caucasus.
“Basically, what we record in the spring and summer of this year is the continuation and development of previously laid down trends. Kidnappings, torture, fabrication of criminal cases, pressure on relatives of oppositionists are still practiced. We can note the brutal attack on lawyer Nemov and journalist Milashina. Attacks on journalists in Chechnya are the norm, but until recently lawyers from other regions of Russia were able to work,” said Vladimir Malykhin, a member of the Board of the Memorial Human Rights Center. According to him, some events, such as the conflict between popular opposition bloggers, reflect the dissatisfaction of the population with the authorities and the willingness of Chechens to believe almost any of their criticism.
On December 28, 2021, the Supreme Court of Russia ruled to liquidate the International Memorial. A similar decision was made by the Moscow City Court in relation to the human rights center "Memorial". Human rights activists were accused of violating the law on foreign agents. In response to the accusations, Memorial called the actions of the Russian authorities politically motivated and disproportionate. Today the "Memorial" team operates as a human rights project "Support for Political Prisoners. Memorial".
