Russian President Vladimir Putin has once again "nationalized" the assets of a foreign company. This time, he signed a decree placing the "Aptar Vladimir" enterprise—owned by the US-based plastic products and packaging manufacturer Aptar—under temporary management.

The plant will be managed by "H&N," a company led by CEO Yakub Zakriev—the nephew of Chechen leader Ramzan Kadyrov.

The company adopted this name following a change in ownership of Danone’s Russian business.

In 2023, after the French manufacturer exited Russia, its Russian assets were placed under state control. Zakriev—formerly Chechnya’s Minister of Agriculture and Deputy Prime Minister—was appointed to head the entity. The business currently operates under the "Logika Moloka" (Milk Logic) brand. An investigation by *Sistema* revealed that after Danone’s assets were transferred to the new entity, approximately $200 million and 400 vehicles were moved out of the company.

The "Aptar Vladimir" enterprise is one of the production sites of Aptar Europe Holding, which is the French subsidiary of the US-based AptarGroup. The Vladimir plant has been in operation since 2003, specializing in the manufacture of plastic packaging and related components such as lids, dispensers, and caps. Media reports, citing financial statements, note that the plant is profitable; its revenue amounted to approximately 1.75 billion rubles in 2025.
