“The Russian authorities did not recognize the incidents in Dagestan and the KBR as anti-Semitic and did not take steps to reassure and improve the safety of Jews living in the regions. While police have made arrests in connection with the airport incident and investigations are ongoing, it is important to investigate other cases and bring those responsible to justice,” said Hugh Williamson, Europe and Central Asia director at HRW. In his opinion, xenophobia is thriving in the Russian Federation, and the authorities are focused on dispersing and arresting participants in peaceful political actions.
