EU sanctions target North Caucasus camps that hosted children from Ukraine

The European Union has imposed sanctions on Ali Chomaev, the head of the "Adel" children's camp in Karachay-Cherkessia and the "Solnechny Bereg" camp in Dagestan. The restrictions also apply to 16 other individuals and 16 legal entities.

Brussels maintains that these camps are linked to the "systematic unlawful deportation and forced transfer of Ukrainian children to the Russian Federation and within temporarily occupied territories, as well as their forced assimilation, including ideological indoctrination and military education."

The rationale for the sanctions states that the "Adel" camp hosts children from occupied Ukrainian territories and that its programs combine recreation with ideological and military-patriotic training. According to the EU, children are instilled with Russian state historical narratives, patriotism, loyalty to the Russian Federation, and an interest in military service.

Official Russian reports confirm the presence of Ukrainian children at both camps. In June 2025, the Ministry of Education and Science of Dagestan announced the arrival of 92 children from the Mykhailivka district of the occupied part of the Zaporizhzhia region at "Solnechny Bereg." According to the ministry, they were scheduled to spend 21 days there.
In July 2025, RIA Dagestan reported that children from the occupied part of the Zaporizhzhia region and groups from the Kursk region were staying at "Solnechny Bereg" at the same time. The latter group was set to participate in the "Zarnitsa 2.0" military-patriotic game, in which veterans of Russia's war against Ukraine serve as mentors. In May 2026, the head of Karachay-Cherkessia, Rashid Temrezov, announced the arrival in the region of 160 children from the Starobilsk district of Ukraine’s Russian-occupied Luhansk region. According to him, they were accommodated at the "Adel" and "Grand Victoria" camps, and a total of 750 children from the Luhansk region were expected to visit the republic over the course of the year.

In September 2025, the administration of the Ersakon rural settlement also reported the presence of children from the Russian-occupied Luhansk region at the "Adel" camp. According to Rospotrebnadzor data, the "Adel" camp had the capacity to host up to 130 children aged seven to 17 simultaneously in 2026.

The EU also separately added the "Solnechny Bereg" center to its sanctions list on the same grounds.

The sanctions entail a ban on entry into EU countries and an asset freeze. Furthermore, EU citizens and companies are prohibited from making funds or economic resources available to the sanctioned parties.

In May 2026, the EU had already imposed restrictions on 16 individuals and 7 entities linked to the illegal deportation and forced transfer of Ukrainian children.

According to Brussels' estimates, Russia has deported or forcibly transferred more than 20,500 Ukrainian children since the start of the full-scale invasion.
