The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.
After his arrest, a video was found on the phone of 20-year-old Mohammed Mogushkov where he swears allegiance to the banned terrorist organization Islamic State. Investigators believe that the attack by a native of Ingushetia at the French school was planned.
The day before, Mogushkov’s sister described him as “cruel and radical,” condemning his act. According to Le Figaro, the young man was periodically subjected to domestic violence by his father, who was expelled from France in 2018 and now lives in Georgia. Mogushkov’s older brother was sentenced to five years in prison in 2017 for promoting the Islamic State.
Let us remind you that on October 13, Mogushkov burst into a school with a knife in the French city of Arras. He fatally wounded a French teacher and wounded two other employees of the institution. Law enforcement officers arrested the attacker and his two siblings. Mogushkov’s uncle, aunt and cousin are also in custody.
A few days after the incident, France announced its intention to expel dozens of Russians to their homeland, including natives of the North Caucasus Federal District, who are on the “S List,” in which French services include people who pose a threat to the country’s security.
