Armenia’s NSS Denies Reports of Sabotage Group Following Detention of Azerbaijani Soldier

Armenia’s National Security Service (NSS) has denied reports suggesting that, following the incursion of Azerbaijani serviceman Nasimi Musayev into the Syunik region, other military personnel or a sabotage group might have crossed the country's border. The agency stated that only Musayev—who is currently under arrest—managed to illegally enter Armenian territory.

"Any other information claiming there was more than one individual, that they were saboteurs, or that law enforcement agencies are still conducting search operations is completely unfounded and untrue," the NSS statement read.

The denial followed the spread of reports on social media and in the press regarding the possible presence of multiple Azerbaijani servicemen in Armenia. The NSS urged the public to rely on official statements from the agency.

Musayev arrived in the village of Shaki, in the Syunik region, on October 1. According to the Armenian Prosecutor General's Office, he illegally entered a house and opened fire after being discovered. A 39-year-old woman was wounded, and her two sons also sustained injuries. After the shooting, the serviceman fled the scene but was soon found in a neighboring house and detained.

According to the victim's sister, Musayev was inside the house when the children returned from school and found a broken lock. The soldier took their phone and held them at gunpoint. The mother attempted to protect her children by covering the barrel of the assault rifle with her hand.

"My brother and sister came home from school and saw a broken window. They called Mom. She and Dad arrived by car. Mom was holding a knife; she always kept one with her—just in case something like this happened—to protect herself." "My mother walked in and stabbed him, and the man fired his weapon and ran off," the woman's son told a local media outlet.

The victim's sister also recounted that the woman lost several fingers on her left hand when the shot was fired. When the soldier attempted to reload his assault rifle, she stabbed him, only to lose consciousness after being struck in retaliation. Her 15-year-old son then grappled with Musayev and suffered a broken arm.

The woman, who sustained gunshot wounds to her thigh and arm, was initially taken to the Sisian Medical Center and subsequently transferred to a hospital in Yerevan. Her condition is reported as stable and not life-threatening, though she requires surgery.

The 15-year-old boy was diagnosed with a fractured right wrist, while his younger brother required psychological support.

Armenia’s National Security Service announced the detention of the Azerbaijani serviceman after news of the incident began circulating on social media. According to the agency, the 112 emergency service received a report of a gunshot injury at 2:15 p.m. on October 1. Officers arriving at the scene identified the attacker and took him into custody.

Notably, the Azerbaijani side was aware of Musayev’s disappearance prior to the attack. On September 29, Azerbaijan’s State Security Service had notified its Armenian counterparts that the serviceman had left his unit under unknown circumstances.

"It was considered possible that he might have illegally crossed the border into Armenia. Following this, the competent authorities of both Armenia and Azerbaijan launched search operations," the Armenian security service stated.

According to the Prosecutor General's Office of Azerbaijan, Musayev had gone missing from his military unit in Lachin on September 26. An investigation concluded that he had voluntarily left his unit. Azerbaijani law enforcement authorities later confirmed that the serviceman was in Armenia and had been detained.

Criminal proceedings were initiated against Musayev in Armenia on charges of inflicting grievous bodily harm using a weapon, illegal possession of a firearm, and violation of the sanctity of the home. The charges were subsequently expanded to include illegal border crossing and arms smuggling.

Armenian political analyst Suren Surenyants believes Yerevan needs to explain why the serviceman was not located after a warning had been received from Baku.

"It is concerning that, despite the warning and the search operation, Musayev was found in Shaki only after he had used a firearm against an Armenian citizen. Search operations failed to prevent his potential illegal border crossing, his entry into Shaki, or the shooting incident," he emphasized.

Tatevik Hayrapetyan, an Armenian expert on Azerbaijan, has urged against repeating the past practice of handing over detainees to Azerbaijan. In 2019, with the assistance of the International Committee of the Red Cross, Armenia returned Elvin Ibrahimov—who had illegally crossed the border—to Baku. In 2023, Huseyn Akhundov was handed over to Azerbaijan; he had been sentenced in Armenia to 20 years in prison for the murder of 56-year-old Hayrapet Meliksetyan.

"An attack on the life and safety of an Armenian citizen cannot be followed by the perpetrator's return to Azerbaijan under 'humanitarian' pretexts. This case must be investigated with the full rigor of the law. And if guilt is confirmed, the perpetrator must serve the sentence prescribed by law," the expert maintains.

Azerbaijani military expert Elkhan Shikhaliev believes that the circumstances of the incident require verification by both sides.

"I would view this event not as an accusation against one side, but as a serious incident that reveals the effectiveness of border security and military control mechanisms in both Azerbaijan and Armenia," Shikhaliev said.

According to him, it is necessary to determine specifically how the serviceman left his Azerbaijani military unit and why this went undetected in a timely manner. At the same time, Shikhaliev considers it premature to draw definitive conclusions regarding the charges brought against Musayev in Armenia.

"At this stage, this information represents the position of Armenian investigative authorities, and the confirmation of these charges by a court is a separate matter," the expert noted.
