The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.
A native of Ingushetia, Abdul-Malik Albagachiev, who is being held in colony No. 10 of Astrakhan, suffers from epilepsy and headaches. Before his arrest, he was an absolutely healthy person, according to his mother. The woman last saw her son in the fall of 2022. She is not allowed on dates, since Albagachiev is regularly transferred without justification to a punishment cell and a cell-type room - to more stringent conditions of detention.
Abdul-Malik Albagachiev was convicted in 2018. He was charged with participation in an illegal armed group in Syria. A confession of guilt was beaten out by torture, as the Public Verdict notes. The man pleaded not guilty. Lawyers dispute the placement of a prisoner in a cell-type room and a punishment cell for maximum periods and, together with human rights activists, seek medical assistance.
