According to a report by the Russian Ministry of Defense, air defense forces intercepted and destroyed 297 drones overnight on September 22 over several Russian regions, including the Kuban, the Rostov and Volgograd regions, and occupied Crimea.

Specifically, the governor of the Rostov region reported that over 70 UAVs were shot down overnight across seven districts: Bokovsky, Millerovsky, Kasharsky, Tarasovsky, Sholokhovsky, Chertkovsky, and Azovsky. He stated that there were no reports of casualties.

The night's attack had the most serious consequences for the Samara region. Governor Vyacheslav Fedorishchev reported one fatality and at least four people injured with varying degrees of severity. He noted that the drones were targeting industrial facilities, though he did not specify which ones. Photos and videos circulating online show a massive fire. According to Astra, the fire is at the Kuibyshev Oil Refinery—part of Rosneft and one of the region's largest oil industry facilities. It has been attacked repeatedly in the past; the plant had previously suspended operations in the summer of 2025.

The day before, US President Donald Trump stated that Russia had "lost control" over diesel fuel production due to Ukrainian strikes on oil refineries, leading to a global rise in diesel prices. Ukrainian President Volodymyr Zelenskyy outlined a condition under which Kyiv would halt strikes on Russian oil refineries: Russia must not attack Ukraine's energy facilities or civilian infrastructure. According to the Ukrainian Air Force, the Russian army attacked Ukraine last night with missiles and 212 UAVs. The drones were launched, in particular, from Millerovo in the Rostov region, Primorsko-Akhtarsk in the Krasnodar region, and the settlement of Hvardiiske in occupied Crimea.
