The official noted that the cancellation of the ratification of the investment agreement with Russia aggravated the financing situation.

The authorities of Abkhazia have repeatedly noted the lack of financial resources for the payment of salaries to state employees. There was also a shortage of money for the salaries of security forces. Prior to that, Abkhazia refused to conclude an economic agreement with Russia on investments, as its possible adoption had sparked mass protests. This agreement was the subject of harsh criticism from the opposition. Many residents were afraid that the arrival of Russian business in the unrecognized republic would leave them without work. In addition, Russian companies intended to build apartments here, which would lead to an increase in housing prices.
