In Chechnya, the complaint of an artist who was tortured by security forces was again rejected

The Visaitovsky court of Grozny for the fourth time refused to satisfy the complaint of the former actor of the Grozny Russian Drama Theater Timur Debishev. He tried to appeal the investigator’s decision not to initiate a criminal case into torture.

The previous three refusals were overturned by the Supreme Court of Chechnya and the case was returned for retrial. Lawyers for the Team Against Torture intend to challenge the decision again.

In total, the investigation refused to hold police accountable 13 times for exceeding their authority with the use of violence against Timur Derbishev. According to the artist, in 2018, security forces found in his mobile phone the number of a drug trafficking suspect. The actor was detained, beaten and tortured with electric shock.

At the Republican Hospital, Debishev was diagnosed with multiple hematomas on his body. In addition, the medical expert determined that the victim had injuries that were caused by exposure to electric current.

Recently, the European Court ruled to pay compensation in the amount of 52 thousand euros to the abused artist.
