In Dagestan, the court found the placement of a prisoner in a punishment cell illegal for night prayer
The Izberbash City Court of Dagestan partially satisfied the complaint of a prisoner of IK-15 in Norilsk, a resident of the republic, Vitaly Silaev. He demanded that his placement in a punishment cell for night ablution and prayer be declared illegal and that he be awarded compensation for moral damages.
 
In the complaint, Silaev stated that he got up at 4 a.m., performed prayer, and then returned to his sleeping place. After that, he was sent to a punishment cell for 10 days for violating the rules. Due to the punishment, Silaev could lose the right to parole and other benefits.
 
The court partially satisfied the plaintiff's demand - it found the placement in a punishment cell illegal and ordered the payment of 5 thousand rubles instead of the declared 200 thousand.
 
Silaev was convicted in 2010. According to investigators, he was a member of an illegal armed group and distributed leaflets calling for the creation of an Islamic state in Dagestan. In May 2004, the man and his accomplices attacked police officers, killing two and wounding one.
