A man who is believed to be a member of the detachment of field commanders Shamil Basayev and Khattab has been detained in the Kaitag district of Dagestan. He allegedly took part in military actions in the Botlikh district of the republic in 1999 during the second Russian-Chechen war.
"The investigation has established that he took part in an armed rebellion in the Botlikh district of the republic in August 1999 with the aim of violating the territorial integrity of the Russian Federation. A criminal case has been opened," the Russian National Guard press release says.
Among others, those who received amnesty are subject to criminal prosecution for actions against federal troops during the Russian-Chechen wars. Human rights activists have repeatedly emphasized that such accusations are often based on the same type of testimony from secret witnesses and information obtained under torture.
