Vardan Ghukasyan, the mayor of Gyumri, Armenia's second-largest city by population, has been charged with new statements regarding his comments on a possible union with other states. Investigators have characterized these statements as "public calls to renounce the country's sovereignty" (Article 422, Part 2 of the Armenian Criminal Code). The defense claims the charges are politically motivated, citing international norms.
One of the police officers who took part in the detention of SVO member Akhmed Dzhabrailov, who died in the police station, has been detained in Makhachkala. The patrol police officer took part in the arrest of 48-year-old Dzhabrailov and was with him in the office of the Ministry of Internal Affairs department.
On July 9, SVO member Akhmed Dzhabrailov was detained "for violating public order." The press service of the Ministry of Internal Affairs of Dagestan stated that he behaved inappropriately - he ran along the roof of a house with a knife, while intoxicated. The man died 5-7 minutes after being detained at the police station. CCTV cameras showed that the security forces used physical violence against him, including using a stun gun.
Later, the Ministry of Internal Affairs distributed a video recording with the mother of the deceased, who claimed that the security forces were not involved in his death.
