Russian military personnel stationed in Armenia must obey local laws, not Russian ones. Armenian Prime Minister Nikol Pashinyan made this statement during a briefing in Yerevan. He was responding to concerns surrounding the possible actions of the 102nd Russian military base in Gyumri, given recent changes to Russian legislation.

The official representative of the Russian Foreign Ministry, Maria Zakharova, said during a briefing that the arguments about the withdrawal of Russian peacekeepers from Nagorno-Karabakh are “absolutely incomprehensible”, especially against the background of the current extremely difficult humanitarian situation.
“Is this the wish of Mr. Pashinyan? It is common knowledge that peacekeepers perform important functions. Really, from the point of view of the leadership of Armenia, this activity is unnecessary, undesirable?” Zakharova asked. According to her, after the Armenian leadership recognized Karabakh as Azerbaijani, any claims against the Russian Federation about the lack of efforts look doubly inappropriate.
