Russia to Tighten "Extremist Articles" Following Riots at Makhachkala Airport
A proposal to tighten the article on incitement of hatred or enmity (Article 282 of the Criminal Code of the Russian Federation) has been submitted to the State Duma for consideration. An amendment will also be adopted that simplifies the recognition of a group of people as a "prohibited extremist organization."

In particular, they want to add a clause on calls for violence to Article 282 of the Criminal Code. This will allow a person to be held criminally liable the first time, and not only after a repeated violation. In addition, the simplification of recognizing a group of people as a "prohibited extremist organization" will occur automatically after at least one member of the organization is recognized as an extremist.

The reason for tightening the legislation was the pogrom at the Makhachkala airport.

Recall that on October 29, 2023, hundreds of people broke into the Makhachkala airport, trying to find passengers on a transit flight from Tel Aviv. The crowd protested against Israel's actions in Palestine. According to the prosecutor's office, more than 20 police officers were injured, and the material damage to the airport exceeded 24 million rubles.
