In North Ossetia Court Refused Widow of Vladimir Tskayev Claim to the Ministry of Internal Affairs for Compensation

The Leninsky District Court of Vladikavkaz dismissed the claim of Zemfira Tskaeva to the Ministry of Internal Affairs of the Russian Federation for compensation of moral damage in the amount of 15 million rubles. The woman is the widow of Vladimir Tskayev who was murdered in 2015.
Zemfire Tskayeva took more than six years to achieve the result. As a result, six police officers were sentenced to actual imprisonment, and four others escaped punishment because of the statute of limitations on criminal proceedings. However, of the first six, four were also released due to the expiry of the statute of limitations, and two were reduced in prison terms. Of the remaining four convicted prisoners, two were released on parole.

On October 31, 2015, Vladimir Tskaev was taken to the Ministry of Internal Affairs building on Vladikavkaz on suspicion of a gunshot wound of a police officer (it later turned out that the man was not involved in the crime). For several hours, operatives beat the detainee unconscious and tried to strangle him with a bag. Vladimir soon died in hospital.

The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.
