In the Zolsky district of Kabardino-Balkaria, schoolgirls were forbidden to attend classes wearing headscarves and hijabs for years. This happened in the villages of Kamennomostskoye, Khabaz, Svetlovodskoye, Bateh.

In the fall of 2023, after mass messages about this on social networks, the authorities and clergy declared that there would be no more obstacles, reports the Memorial Human Rights Center. Thus, the Spiritual Administration of Muslims (SDM) of Kabardino-Balkaria intervened in the situation. On October 5, the Muftiate reported that Mufti Hazrataliy Dzasezhev held meetings with rais imams and representatives of government bodies and municipalities of the republic. As a result, a joint decision was made not to prevent students from attending schools wearing hijabs and headscarves. And about. The head of the administration of the Zolsky district, Ruslan Gyatov, notified school directors and heads of settlements that it was necessary to allow “girls who do not comply with the uniform requirements” to study.

Nevertheless, some schools continue to insist on the ban. Thus, the mother of two students complained about the actions of the director, but the district prosecutor's office sided with the management of the institution. In turn, the director promised to leave restrictions, wrote a statement to the parents at the Center for Internal Affairs, and the school began compiling lists of girls wearing headscarves and hijabs.

The girls’ parents report that the Constitution of the Russian Federation stipulates freedom of religion and equal access to education, and also referred to the Federal Law “On Freedom of Conscience and Religious Associations” and Art. 28 of the Russian Constitution.
