A resident of Karachay-Cherkessia was fined for distributing an "extremist" song

On September 1, the Zelenchuk District Court of Karachay-Cherkessia fined a resident of the republic, Ramil Dolaev, for posting on social networks the song of the Chechen bard Timur Mutsuraev "Islamic Ummah" ("As Long as the World is Ruled by Wives"), which was included in the Federal List of Extremist Materials. The fine for the administrative offense was 2 thousand rubles.

The court ruling stated that the district prosecutor's office conducted an inspection of Dolaev's social networks following a tip from the Center for Combating Extremism of the Ministry of Internal Affairs of the Karachay-Cherkessia Republic. It turned out that the audio file posted in the public domain had been listened to 908 times. Meanwhile, the lyrics of the song were recognized as extremist back in 2014 and by a ruling of the Pervomaisky District Court of Rostov-on-Don were included in the list of extremist materials of the Ministry of Justice.

Ramil Dolaev admitted his guilt and explained that he did not know that the "Islamic Ummah" was recognized as extremist. The court considered his repentance a mitigating circumstance.

According to the media project "Fourth Sector", Timur Mutsuraev's songs are among the top 10 extremist materials for the distribution of which Russians were most often brought to administrative responsibility in 2011-2022. In total, about 30 of Mutsuraev's songs are banned in Russia, which, according to the courts, are aimed at "inciting ethnic hatred, promoting separatism and terrorism." As Novy DOSH wrote earlier, among the banned songs of the Chechen bard are "Chechnya on Fire", "They are gone", "Tauhid", "Blade Strike", "Shahid", "Sold Wings of Jihad", "And the Gates Will Open...", "Paradise is Dimly Visible in Dreams and Fantasies", "World, Shudder and Get on Your Knees", "The Koran Sounds, the Nakhs Heed It", "Oh Allah, the World is Shrouded in Terrible Gloom!", "The Streets of the Avar Village Are Deserted", "Aggressors in the Village of Alkhan-Kala", "Prison of Tribes, Executioner Empire", "Get Up, Chechnya, It's Time to Go on a Campaign!", "To Battle, Sons of the Caucasus, the Best Sons" and many others.

Fines are paid for the love of Mutsuraev's work not only in Dagestan. Thus, on March 31, 2023, the Nazyvaevsky City Court of the Omsk Region fined Anatoly Nesterov 1,000 rubles for publishing the banned song "World, Shudder" on the Odnoklassniki network.

According to the Sova Information and Analysis Center, which deals with issues of nationalism and xenophobia and monitors human rights in Russia, at least 13 protocols were drawn up in seven regions for publishing Mutsuraev's songs in 2022 and early 2023, and "Jerusalem," recognized as extremist, is partially heard in Alexei Balabanov's film "War."
