The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.
The Southern District Military Court sentenced the fourth residents of Tatarstan - Ilgam Gumerov, Ilgiz Mukhametgaliev, Khaidar Razzakov and Mukhamedvali Shaikhutdinov - to imprisonment for a term of 13 to 24 years. They were found guilty of attacking Pskov paratroopers during the second Russian-Chechen war.
According to the investigation, on February 9, 2000, Gumerov, Mukhametgaliev, Razzakov and Shaikhutdinov, as part of a detachment of field commanders Shamil Basayev and Khattab, took part in an attack on servicemen of the 104th regiment of the 76th Pskov Airborne Division in the area of the village of Ulus-Kert in the Shatoi District of Chechnya. As a result, 84 servicemen were killed and four were injured to varying degrees of severity.
The defendants were found guilty of committing crimes under Part 2 of Article 209 (participation in a gang), Article 279 (armed mutiny) and Article 317 of the Criminal Code of the Russian Federation (attempt on the lives of servicemen).
The main evidence of the prosecution is the testimony of secret witnesses and relatives of Russian military personnel. Human rights activists note that in almost all criminal cases initiated on charges of participation in the attack on paratroopers, template testimony is presented. People repeat the official version or talk about the lives of their relatives before the incriminated events.
