Armenia did not sign the declaration of the Council of Europe adopted on September 5, which envisages support for the issuance of an International Criminal Court arrest warrant for Russian President Vladimir Putin. This is evidenced by the data of the final version of the document, published on the CoE website: Armenia is not among the signatories. It is noteworthy that on the day of publication of the first version of the declaration, Armenia was on the list of participants.
Armenia signed the Rome Statute in 1999, but did not ratify it. In 2023, the country's parliament accepted the jurisdiction of the International Criminal Court in connection with the trial in the case of Azerbaijan's actions in Nagorno-Karabakh. A little earlier, the pre-trial chamber of the ICC issued an arrest warrant for Vladimir Putin. Thus, countries that have ratified the Rome Statute are obliged to arrest Putin if he crosses the border
On February 1 of this year, Armenia became a member of the ICC. The country's Prime Minister Nikol Pashinyan stated that he bears no responsibility for who is arrested on its territory.
