The European Court of Human Rights has begun to investigate a complaint of torture of an artist from Chechnya

The European Court of Human Rights accepted the lawsuit of actor Timur Debishev of the Grozny theater, who reported torture for suspected possession of drugs. The ECtHR notified the authorities of the Russian Federation of the consideration of the complaint. Russia may ignore the questions, but the court will examine the materials and make its verdict. This was reported by «Team against Torture». 

Recently, in Chechnya, the investigation of torture of actor of Grozny Russian Drama Theater Timur Debyshev was again refused. Previously, the investigation had refused to involve the police on 13 occasions under the abuse of power with violence. 

According to Debishev, in 2018, the security forces found in his mobile phone the number of a suspect in drug trafficking. The actor was detained, beaten and tortured with electric shocks. Examination later confirmed the presence of electro-electrics.

The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.
