City officials outlined the criteria used to compile the ranking.
"The assessment considers not only material well-being but also healthcare, education, safety, cultural opportunities, and the subjective sense of happiness. The key principle is 'voting with one's feet': people seek to move to places where conditions for well-being are better," the administration noted.
The study is based on surveys of residents in cities with populations exceeding 250,000 and evaluates city appeal based on people's desire to relocate or purchase housing there.
"The responses are used to calculate the balance between those wishing to leave and those wishing to arrive, as well as the balance of real estate buyers. Both indicators are normalized, and their average yields a final attractiveness score ranging from 0 to 100," city officials explained.
The Chechen capital ranked seventh, scoring 52 out of a possible 100 points. Kaliningrad topped the list with 90 points, while Moscow rounded out the top ten with 44 points. Other cities in the top ten included Yaroslavl, Sochi, Novorossiysk, Vladimir, Krasnodar, Tyumen, and Tver.
