It is reported that this decision was announced at a meeting of the Russian Security Council, where Putin expressed dissatisfaction with Aliyev's statements about the "occupation" of Azerbaijan by the Soviet Union. Deputy Head of the Presidential Administration Alexei Gromov has been tasked with overseeing the creation of critical materials about the Azerbaijani leadership.
Earlier, in an interview with Al Arabiya, Ilham Aliyev drew a parallel between the current conflict in Ukraine and the annexation of Azerbaijan by the Soviet Union in 1920, calling both events "a Russian invasion and occupation."
The president emphasized that Azerbaijan has supported the territorial integrity of Ukraine from the very beginning. He also mentioned the division of Azerbaijani territory after joining the USSR and accused the Bolsheviks of deceiving and taking away the independence of the Azerbaijan Democratic Republic. In addition, he noted that Azerbaijan provided humanitarian aid to Ukraine and was ready to consider the issue of arms supplies. Aliyev also stated that Azerbaijan was not responsible for the deterioration of relations with Moscow, emphasizing the country's constructive and legitimate approach. He expressed disappointment with the incident with the downing of an Azerbaijani civilian aircraft by Russian air defense forces and, in particular, dissatisfaction with the position of the Russian Federation. Aliyev also mentioned unjustified attacks on Azerbaijanis in Russia, including cases of torture and murder.
