“Whom I trust, I appoint”: power by inheritance

On March 14, the head of Chechnya, Ramzan Kadyrov, appointed his 20-year-old daughter Khutmat as curator of the republic’s health care.

  “From now on, the healthcare system of the Chechen Republic will be supervised by Khutmat Ramzanovna. We see that the rehabilitation service under her supervision has reached a qualitatively new level, now the knowledge and experience of Khutmat Kadyrova will contribute to the development of the entire medical industry,” Chechen Deputy Prime Minister Adam Alkhanov, the husband of Kadyrov’s other daughter, Khadizhat, said in his telegram channel .
A year ago, in February 2022, Khutmat Kadyrova was appointed to the position of deputy head of the secretariat of the head of the republic, responsible for the work of rehabilitation centers and the fight against coronavirus. In November, “for high professionalism and significant contribution to the development and improvement of dialysis care for the population,” she received a diploma from the Duma Committee on Health Protection.
From this moment on, Alkhanov stops mentioning the Minister of Health of Chechnya, Suleiman Lorsanov, in his telegram posts - all messages on medical topics invariably contain compliments to Khutmat, as well as gratitude to Aimani Kadyrova - the mother of the head of the republic, the president of the foundation named after. Akhmat-Khadzhi Kadyrov for his “invaluable contribution to the development of the medical industry.” All this suggests that Khutmat may be being groomed to become health minister. In the same way, other children of Kadyrov are going to high positions.
His eldest daughter Aishat Kadyrova became the Minister of Culture in 2021 at the age of 23. Before that, she spent six years running the Firdauz fashion house, founded by her mother Medni.
The second daughter, Khadijat, headed the department of preschool education in Grozny at the age of 20, has repeatedly received various awards in this field and seems to be confidently moving towards the post of Minister of Education.
If daughters occupy leadership positions in health care, education and culture, sons are obviously destined for more “masculine”, according to Caucasian concepts, spheres. They are still minors, but they already accompany their father not only when visiting republican sites, but also at official meetings with federal officials.
17-year-old Akhmat Kadyrov is the chairman of the Council of the regional branch of the children and youth movement. On March 4, Putin personally met with him in the Kremlin, and their photo together spread across Chechen social networks. A sports complex in the village of Bachi-Yurt is named after Akhmat. He studies at the Faculty of Public Administration of the Chechen State University.
The second son is 16-year-old Zelimkhan (Eli), a physical education and sports complex opened last year in Kurchaloy is named after him.

However, some Chechen opposition telegram channels questioned this. They claim that the video was filmed in the rear, and the area where the battle is supposedly taking place almost completely coincides with the location - on Russian-occupied Ukrainian territory in the Mariupol region - where the delegation of Kadyrov’s daughter Aishat, the Minister of Culture of Chechnya, had previously been received.

Opponents of the head of Chechnya considered this video his reaction to accusations against him that he sends ordinary Chechens to die for the “Russian world”, while diligently protecting his own numerous relatives, placing them in high positions in all government bodies of the republic.
Kadyrov’s nephew, the son of his late older brother, is also rapidly moving up the career ladder. On February 1, 26-year-old Khamzat took over the post of Deputy Prime Minister and Minister of Property and Land Relations of Chechnya. Before that, he headed the Ministry of Sports, managed to be the head of the Kurchaloevsky district and the head of the Security Council of Chechnya.

In total, the government of Chechnya employs 47 (according to other sources - 52) close and distant relatives of the head of the republic. Experts note that such a personnel policy contradicts the federal law “On the State Civil Service,” which prohibits “the appointment of parents, spouses, children, brothers, sisters, as well as brothers, sisters, parents, children of spouses and spouses of children to positions that are directly related to subordination or control of one of them to the other.” Thus, sociologist Anna Ochkina noted in a comment to the Forpost publication that the head of the Chechen region actively uses his political influence, “violates law after law and does not receive any punishment.”
“Clanism should not be present in the public sector,” says political scientist, head of the Center for Research and Development of Eurasianism, Yuri Samonkin. -- Let influential officials create foundations, non-profit organizations (NPOs) and pass them on to inheritance. The law regulating the activities of NPOs does not prohibit this. In the public sector there must be a neutral, unbiased attitude.”
According to the political scientist, clanism gives rise to corruption: the family “is tempted to pocket budget funds.”
Ramzan Kadyrov responded to criticism in his characteristically rude manner: “Various “political scientists” and “experts” (in quotes) like to talk about the Law when it comes to my relatives who are government employees. The competence of the likes of Ochkin and Samonkin is not worth a penny. To listen to their horror stories, the entire republic will fall apart due to the fact that among the hundreds of thousands of employees in the region there are several of my close relatives. Do not make me laugh. And if political science is dripping from your ears, then move on to more serious issues,” he wrote in his Telegram channel.
“I appoint whomever I trust,” Kadyrov concluded. Thus, according to observers, the personnel policy and management system in Chechnya, as well as in Russia in general, and in this Chechnya is not at all unique, is built on personal loyalty - managers are appointed not for professional qualities, but because the appointee can rely on them.
  “If for Vladimir Putin these are the security forces, then in the Caucasus these are family and clan ties. It is important that a person is “one of our own”, so that he can be trusted with delicate matters...
