The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.
In Dagestan, security forces detained a teenager who allegedly planned a terrorist attack near the Ministry of Internal Affairs building in Buinaksk, the Investigative Committee reports. According to investigators, in March, a 16-year-old resident of the republic planned a terrorist attack in Buinaksk.
“He took a homemade explosive device from a pre-determined location, but was unable to complete his criminal intent, as he was detained by police officers,” the investigative bodies said in a publication.
A criminal case was opened under Part 1 of Article 30 Part 1 of Article 205 of the Criminal Code of the Russian Federation (attempt to commit a terrorist act). The teenager also became a defendant in a case of public calls for terrorism for a video on his Telegram channel. He was remanded in custody.
