Russia does not intend to comply with the European Court of Human Rights (ECHR) ruling requiring Georgian citizens to pay over 250 million euros, Russian presidential press secretary Dmitry Peskov stated. When asked about the possibility of improving Russian-Georgian relations if the payment were made, Peskov noted that the Kremlin views this issue as a separate matter.

The initiation of a criminal case and the arrest of 16-year-old Abdurahim Khabuev in the city of Tver for so-called "hooliganism" are completely unfounded. This was stated by the Commissioner for Human Rights in Chechnya, Mansur Soltaev.
A criminal case against a native of Chechnya was initiated under Part 2 of Article 213 of the Criminal Code (hooliganism with the use of weapons or objects used as weapons). The teenager is under arrest.
"I believe that Habuyev Abdurahim is not to blame and the application of the harshest repressive measure to him was unnecessary. This is just a school fight, in which no one was seriously injured. In my opinion, Abdurahim deserves freedom. Such a strict measure does not correspond to the situation when it comes to a teenager," said Soltaev.
According to him, the office of the Chechen ombudsman will continue to appeal to all possible authorities in order to obtain a review of the decision and at least release the young man under house arrest. Soltaev also stated that he would act as a guarantor in Khabuev's case and had already prepared several letters - in particular, to the Prosecutor General's Office of the Russian Federation and to the Commissioner for Human Rights in Russia.
Earlier, commenting on the incident in Tver, the Chechen ombudsman noted that this incident became a reason for inciting national enmity in social networks. He called for refraining from such things when discussing incidents related to Chechens, reported IA "Grozny-Inform".
A fight in the Tver village of Mamulino took place on April 3. The Ministry of Internal Affairs reported that it ended with "serious consequences and hospitalization" for some participants. The investigation claims that two teenagers beat three of their peers on the street.
It is noteworthy that any conflicts with the participation of people from the republics of the North Caucasus are actively discussed in the Russian nationalist public. At the same time, there are clear distortions of facts and the use of racist epithets in relation to Caucasians, who are a priori put forward as the culprits of the incidents.
