The Georgian Parliament has expeditiously passed a bill in its third and final reading requiring organizers of protests in "places where people gather or where vehicles are moving" (including on sidewalks) to notify the police. The responsible person must contact the Patrol Service Department of the Ministry of Internal Affairs (located at the location of the demonstration) in writing no later than five days before the rally.

The Supreme Court of Russia has resumed the investigation into the case of Suleyman Edigov, a native of Chechnya. Previously, he was tortured by the security forces and was sentenced to 14 years for assault on the life of a police officer and arms trafficking. In 2021, the ECtHR recognized the man as a victim of ill-treatment.
Suleiman Edigov was abducted by the police in Grozny in August 2012. The man was taken to the basement, where he was tortured with electric shocks for nine days. Thus, he was forced to confess to the attempted murder of a policeman and illegal arms trafficking. The court later sentenced him to 14 years and 6 months in prison. Investigators refused to open a case on the fact of torture eight times.
